De minimis aid scheme for SMEs for innovative development

De minimis aid scheme to support SMEs in order to carry out processes for the development of innovative conceptual models in the fields of smart specialization, within the Regional Operational Program 2014-2020

The scheme aims to support small and medium-sized enterprises (SMEs) that achieve specific innovative activities.

This scheme applies both to investments made in urban and rural areas, in all development regions of Romania, respectively: Bucharest-Ilfov, North-East, South-East, South Muntenia, South-West Oltenia, West, Northwest and Center.

Under this scheme, the eligible beneficiary of the de minimis aid is the company or cooperative society which falls into the category of SMEs, in accordance with Law no. 346/2004 on stimulating the establishment and development of small and medium enterprises.

The estimated number of beneficiaries of this measure is 150.

 

Among the eligible expenses are listed:

- endowment expenses;

- expenses with intangible assets;

- general administration expenses;

- consulting expenses;

- salary expenses;

- information, communication and publicity expenses;

- expenses with the audit acquired by the beneficiary for the project;

- service expenses.

 

Funding is provided in the form of a nonrefundable grant. The total amount of de minimis aid for an applicant may not exceed the RON equivalent of EUR 200,000, for a period of 3 consecutive fiscal years, and in respect of the applicant carrying out road transport of goods on behalf of third parties or for a fee the total amount granted shall not exceed 100,000 EUR.

The measure applies from the date of publication in the Official Gazette of Romania, Part I, until 31 December 2021, within the allocated budget, in the sense of granting aid by concluding financing contracts. Payments will be made by 31 December 2024.
