In this issue:
Order no. 1926/11 May 2020 on relief from import duties and the VAT exemption on importation, granted for the goods necessary to combat the effects of the COVID-19 epidemic during 2020
On May 11, 2020, it was published in the Official Gazette no. 376, Order no. 1926 implementing Decision (EU) 2020/491 on relief from import duties and VAT exemption on importation granted for goods needed to combat the effects of the COVID-19 outbreak during 2020.
The order contains the list of goods that can be imported under the exemption from import duties and VAT as well as the procedure for granting the exemption.
Among the goods listed in this order we find:
- medical devices;
- medical consumables;
- monitoring stations - patient monitoring devices;
- masks;
- hand soap;
- kits test for COVID-19 / Instruments and devices used for diagnostic tests.
Charitable or philanthropic organizations approved by the tax authorities based on a standard application contained in this order, may benefit from the exemption.
The analyzed applications will be the basis for the issuance of a decision on the approval of the authorization to carry out the activity of import of goods under the exemption from payment of import duties and VAT, decision that shall be presented in original to the customs authority.

We recommend that you consider whether you have made imports without being exempted from paying import duties and VAT before the date of entry into force of this order to analyze the possibility to request a refund of import duties and VAT from the competent customs authorities, in accordance with the provisions regarding the refund / remission of import duties.
